About the Course
Course Description
The Boatman Certificate course is designed to provide individuals with the knowledge and skills necessary to act as both Master and/or Engineer on vessels less than 10 meters in length, capable of carrying up to 12 passengers. This comprehensive training program is tailored to ensure safe vessel operation within the ports, internal, and territorial waters of Malta.
Requirements:

Minimum Age: 18 years

Vessel Length & Power: Dual qualification for vessels less than 10 meters in length, with a capacity of 12 passengers or less.

Operating Limits: Within ports, internal, and territorial waters of Malta.
Prerequisite Qualifying Service:

Applicant must have at least 12 months of appropriate service.

Be in possession of a General Purpose Hand Certificate.
Minimum Training Required:
Completion of an approved training course followed by an Oral and Practical examination covering the following areas:
1. Nautical Knowledge:
-
Maneuvering a vessel of less than 10 meters in various weather conditions.
-
Familiarity with common nautical terms.
-
Handling emergency situations ensuring safety.
-
Understanding safety equipment and survey requirements.
-
Assessment of forecast and actual weather conditions for safe vessel operation.
-
Knowledge of International Regulations for Preventing Collisions at Sea and IALA Region A Buoyage system.
-
Comprehension of local regulations affecting small craft operation.
-
Recognition of structural components used in the construction of small vessels.
-
Rope maintenance, including splicing, knots, bends, and hitches.
-
Compass use and bearing-taking.
-
Application of basic navigational techniques for safe navigation in local waters.
-
Familiarity with symbols and abbreviations on navigational charts of the Maltese Islands.
-
Knowledge of the coasts of the Maltese Islands, water depths, navigational hazards, and restricted areas.

Understanding distress signals.
-
Prevention of marine environment pollution.
2. Occupational Health & Safety:

Recognition of potential fire hazards.
-
Use and maintenance of lifesaving appliances.
-
Application of OH&S principles in relation to responsibilities on a small vessel.
3. Engineering:
-
Operation and user maintenance of inboard and outboard marine propulsion engines.
-
Operation and maintenance of auxiliary equipment typically found on boats of less than 10 meters.
Other Requirements:
In addition, the applicant must have:

A current approved First Aid Certificate.
Qualification Process:
To qualify, applicants must submit the following to the Authority for Transport in Malta - Ports and Yachting Directorate:

Completed application form.
-
Proof of Medical Fitness.
-
Proof of identity and age.
-
Proof of successfully completing the required training and examination.

2 color passport-size photographs.
-
Payment of prescribed fees.
